Now Naruto does not assassin anyone so I am going to give that to him.

he’s a very skilled swordsman. Chojuro wields the Hiramekarei, and his skills with a sword are said to be unmatched. so that means he is prob better then Darui said to be the right hand man of the 4th Raikage and Naruto does not have a right hand so this is something I guess.

and Gaara was said to be Smarter then Naruto also. it's hard to find the pics. but from what is shown all of the Kages other then Darui have something over Naruto. (google is being trash right now so I don't have pics) but even ninjas in the leaf village debate over if he is the strongest or not.

Chojuro has the Hiramekarei and that is more then enough to make up for the 9 tails. as well as his short coming in genjtutsu and being a right hand.

I think it's obvious that Naruto is the strongest kage in all of history because of the many feats he accomplished. Ever since he achieved Bsm him and Sasuke just took off with it as 1 and 2 excluding Six path god-like characters. After that they became unreachable to all other shinobis when they achieved the Rinnegan and Six Path Sage Mode.
I don't know where you got that genjutsu information about the Tsuchikage and Mizukage being the best swordsmen being known to be in the seven swordsmen clan of the previous generation is kind of a no brainer there.
Didn't understand the Raikage part, so he's not skilled or special just sentimental?

Seriously though naruto gets too much credit for his battle smarts.most of his bright moments come from other peoples intel and having the power to simply outpace his enemies

Naruto is my favorite character but he's pretty dumb actually.

Idk where the gaara intelligence thing comes from either.maybe im missing something but i just watched madara vs 5 kage and he literally tried using sand mausoleum 3 times. Him and mei were the weakest links in that fight

Oh you mean Sasuke who Kirama said(paraphrased) was new to the Rinnegan that's why Noodles stood a chance. Or the Sasuke that only used a portion of the tailed beasts power whereas Kurama gathered all the natural energy. I guess you know best:elmo:

Even if Naruto only possess Kurama and no more Six path Sage Mode/8 other biju chakra, he's still the strongest hokage every. The other kages feats still don't stake up nearly close to Bsm Naruto who fought the Jyubi and the Jyubi jinchuuriki with Sasuke and won among other things.
I don't know what the right arm thing has to do with Darui but Naruto's right arm was revealed to be a prosthetic arm (machine arm).
