I have read it however there are several problems with that.

When Kakashi used the PL agaisnt Nue it didn't summon any rain clouds. The two reasons I can think of outside of having the right conditons for said rain clouds to be produced are, it may have veen changed by the author or the statement may have been for the purpose of hype.

If for a moment we were to accept the description of PL and it's effects as it is, then the secondary issue arises rainclouds dont equate to autmoatic lightning production.

Finally the only sure way that has been demonstrated to create the natural lightning and produce the atmospheric conditions necessary for Kirin is fire release.

why not Sasuke said he would pass both of them and that he is his DEAR disciple

Sasuke also knows the Otsutsuki and now Kara are after Boruto so he would teach him everything to protect his student

I actually kind of feel bad for Sarada. Her dad ignored her for most of her life and now when he's back he spends more time training Boruto and not Sarada.
He's not only teaching him uchiha techs but also his best lightning techs as well while Sarada is left with some basic Katon jutsu. I guess Boruto's potential interests him more than anything else and he's investing his time where its actually worth investing.
