Sharingan is Base level for Uchiha because it is the clan's kkg. It is no different from Yuki clan's Ice style or Hyuugas Byakugan. Everything about the sharingan stems from the users brain.

Fix your comprehension. Power =/= chakra. Zetsu's referring to the curse seal which is not chakra and Sasuke trying to get more power from it which opened the door for orochimaru sinxe Sasuke absorbed him into the body with his cursed seal during the transfer ritual.

Zetsu states Sasuke was trying to utilize the curse seal because he was out of chakra and not the other way around. The reason the seal acted the way it did is because Sasuke tried to use the curse seal despite being drained of chakra.
Look at the difference, choji uses a pill that he had to condition his body in order to learn butterly mode. Sasuke only needed to be born and eventually he naturally awakened his sharingan. It can and should be considered that sharingan is a base ability to Uchiha. Similar to any kkg clan born individuals.

I would say the Sharingan originates from the blood but requires special chakra to awaken before it's useable. The word base itself is an obscure term it will be different from character to character.
Kirin is natural lightning with its precursor being a Ninjutsu. Kiring itself isn't chakra or composed of chakra but nature which is then guided by chakra produced Sasuke.

Base form can be debatable I suppose since people are using different definitions of base level. Base level to me is a character with no enhacements like you said but sharingan is not a mode or state of mind. It is only the Uchiha ocular jutsu and its a genetic trait so to me its a normal power. Not an awakening like you have said.

That's due to the payload of the jutsu (meaning, the lightning itself) doesn't require chakra (lies, it does, it used both Amaterasu and Gouryuka to create the thunderstorm. I just did. If you look at the page original page Kirin is activated and the page before you would see the lightning clouds forming above them first. Sasuke raises his hand and a streak of lightning comes to his hand from the storms.

Let's not quibble over semantics all right; Chidori is hardly anything for him. Shinobi can't live without chakra anyways, so if a shinobi claims that their out of chakra (which occurs frequently in the manga), should we doubt him or use common sense and conclude that the shinobi is at a level where they can't use a notable amount of chakra.
