Sharingan is Base level for Uchiha because it is the clan's kkg. It is no different from Yuki clan's Ice style or Hyuugas Byakugan. Everything about the sharingan stems from the users brain.

It's a natural ability generated by the body itself, as long as it's generated by the body without an external source it can be considered base.

Kirin itself is set up via chakra and guided by it but it's not chakra.

Ps. Sasuke wasn't out of chakra he was at a level where he couldnt use ninjutsu for combat + he would've also had some diverted with which he was holding back Orochimaru

Kirin does require chakra every technique does sasuke forms storm clouds with his lightning chakra and uses shape manipulation to create Kirin so definitely requires chakra I'm not sure how taxing it's on sasuke tho

It's always the uchiha fans making up rules on what is what and I notice exceptions are always made for uchiha characters.

Also Kirin requires a lot of chakra to setup, Sasuke needed the heat from an entire forest burning plus all of his remaining chakra was spent on the fire balls.

It requires a lot of chakra to generate heat needed to eventually form clouds on a clear sky.

Sharingan needs to awakened first and then to use it, it needs to be activated first every time. Its not like the uchihas have it from birth. And the sharingan keeps draining the user's chakra for the time the its active. Haven't heard of a base mode that'd suck you dry without even using any jutsu lol.

No offense, but expecting Sasuke to manipulate all of that lightning despite being out of chakra is an unrealistic assertion. That would put him far beyond Hashirama in reserves. It's likely just a natural process tbh.

Is completely false. Sasuke was out of chakra but was able to shape kirin and guide the attack without chakra.
