As far as I know, tattoos were used to punish criminals in Japan in order to disciplinate them, so when they see someone with a tattoo they relate it to mobsters such as Yakuza. Japan has a different concept of tattoos in comparison with the rest of the world.

So I think the reason he has a tattoo is because he's a criminal. It makes sense due to the fact this guy helped the thief when he lied to Temari he saw the thief walking away.
