Yeah he'd have beaten Sasuke as well but Sasuke was still regarded as a genius. Naruto's shadow clone number alone was overwhelming. Being beaten by someone doesn't take away from you being a genius. Even a genius needs to hone their skills and abilities.

Absolutely there was a type of cheating which was permissible under the rules and was encouraged. However the cheat cartridge (kote) was prohibited by the rules of the exam. Clone relied on it because his own skills werent enough.

Before VoTE 1 Naruto was having the upperhand so nice fanfic. In fact the entire before VoTE 1 story revolved around Sasuke's butthurt about Naruto's growing strength.
