But c'mon man . Kaguya freezes him in ice dimension and then Itachi uses Totsuka to seal him .

Yea, you're right. Obito is the only right answer. OP never asked who the strongest is, so Obito could just chill in his dimension unless MS Kakashi is involved. The guy could even teleport far, far, far away from the battle scene and turn the fight into a war with the assistance of the puppet Mizukage and such.
