As a character, I'd agree. I actually think Kishi has admitted at least once that he totally neglected her character. I mean in part 1 her personality was horrid, but she was hyped to have had the best chakra control out of all her peers, the smartest book wise of all of her peers (aside from Shikamaru), and a special knack for genjutsu which got totally forgotten right after it was mentioned. She could have been a great character. Had she not just chased Sasuke around for just his "cool looks" and not stood at the back of most of their early fights.. then yeah.
As a ninja, I suppose so? I mean her part 1 self was fodder. She was only useful for information. That's it. Beginning of part 2, she got a bit better combat wise, and also became a medic which is of use. End of Part 2, she was formidable. While she wasn't god tier, she was still pretty strong in the war. By Boruto, it is clear that she is a beast lol. I won't lie and give her that. So part 1 she was broken af. Part 2, she was at least useful. By the end of part 2 and in Boruto.. she was a real ninja imo.
Money wise.. she's average. I mean I can't imagine a ton remains of the Uchiha savings lol.. Sasuke did leave the village, I'm sure they took his remaining funds when that happened. I bet the only reason why they had a house was because Naruto and maybe a few others helped out in the beginning.. However Sakura herself probably makes decent money as head medic.
