Only after V1 was activated, forest bloom gets countered by Cannon blasts, Base A has a reaction speed equal to Minato and that same A was equal to Jugo before V1 as Cee's statement. Amaterasu can burn the forest, Karin can use chains which destroyed SS, Muu uses jinton...... a lot of options....which ultimately goes back to square 1, Sasuke blitzing Minato and Hashirama. Also note it was injured Sasuke who dodged V1 Bee as jugo said.
