If we go by overall power or those who perform the Rotation jutsu and how powerful it'd be, then the list goes as follows :

1. The Byakugan Princess, Hinata(young, vibrant, and has Rikudo Chakra to boot, which puts her on an entirely different league)

2. Hiashi(he's old)

3. Neji(he's dead)

4. Dead heads of the Hyuga clan(because it's a Hyuga heir jutsu)

5. And Hanabi (no real world experience).

I would say Neji was destined to blow the rest out of the water but he is dead.
Hinata has learned one of the most powerful justu of her clan and posesses Hamura chakra so i will say she is the stronest as of now.

Anything else is just conjecture since we haven't seen anyone fight or been told how powerful they were to properly asses who is more powerful among the Hyuuga.

Very valid point, Hanabi Hime did teach her the harsh reality of life.

I can't recall Hinata displaying rotation though, I think it's too complicated for her to use.

She doesn't really have jutsu feats past releasing chakra from her hands. I'm not surprised tbh

Rotation is a defensive tech, used to deflect all kinds of attacks. It's also made up of pure chakra.

If I'm not mistaken, the vessel wasn't shrouded in chakra. It was merely a container with tons of Byakugans.
