in Hoshigakure there is a meteor that give magic radiation to anyone near it. people train by being irradiated by radiation. This radiation gives him speical chakra like a tailed beast. that allows him to fly shoot chakra beast and tentacles attacks to his foes!

Hoshikage wins. Second hokage cant handle astral projections. Astral projection yet hoshikage can hit or hold the target.
