OT: Kakashi is highly skilled in many fields so I'd have to disagree with you. Shikamaru is primarily a strategist as is Kakashi.

I can see him saying this to those people. He often provokes people to get them to excel. He isn't always serious, just take what he said during the last graduation exam for Boruto's class.

One thing he has said several times. Each new generation surpasses the old. If he protests on individual fronts it's just to try and stay relevant... he knows the overarching theme of Naruto is students surpassing their masters and new generations overshadowing their fore bearers.
