yea, she'd be OP tbh. she pretty much won against obito except she had never encountered izanagi. if she knew about it, she would have just waited for the izanagi time to run out with consecutive paper bomb intervals that forced him to remain in that state until the time ran out.

It's unfortunate, but it was just another plot jutsu.

I'm assuming Kabuto didn't have her dna. Maybe she went down into the ocean after Tobi stabbed her.
Maybe Obito didn't want to give Kabuto to much power so he didn't want to give him her dna.

I mean just think of the possibilities.
Hashirama would use mokuton and she'd make millions of paper bombs out of it on the get go.
She is is a bomb lol
She'd just go places and blow up and not worry about it because the jutsu would reanimate her, and she'd do it again and again and again.

And I think Kishi just limited her because her ability is just that good; imagine if it were combined with shadow clone jutsu? phew.

I mean just imagine her in the forest where all the ninjas were fighting, she'd be making paper bombs from trees here and there and all over the place or even trillions of paper needles. What makes her powerful is the range of her ability. A person that can control those many paper bombs (as seen with obito), goes to show she's quite a force.

Personally, I like her ability because it's quite unique, but I love Tsuchikage's ability the most. His ability is pretty amazing - Oonoki, I mean.

Konan is not revived because she will be the most powerful Ninja and destroy Overrated Madara because in edo the woman has no limits and no chakra limits and can fly with paper which means No one except Tsuchikage is even touching her feet sole but Konan has speed reaction enough to spar with Obito who balanced and overcame Minato at a young age meaning Onoki cant hit her with Jinton but she can hit him with her paper masking suffocating and killing him. Same reason why Hidan was not revived, he will destroy the alliance with his taijutsu.
