Gonna go with what the others have said. Ao was/is an eite Jounin who was hand picked as a bodyguard to the Mizukage. That should give you an idea of his skill. Except Ao is just a step above Cee in the “Elite Bodyguards Feats” Category which is to say he doesn’t do all that much

On paper Ao’s feats include some filler fights backed up by a reference we assume is an off panel encounter with Shisui. Oh and he bested Fu Yamanaka.

The fact Ao survived getting nuked is massive Deus Ex Asspull on Ikemoto’s part. I assume this is because Kishi created Ao with the intention he’d give off this stern, masculine-intimidation vibe. I guess turning him into the terminator sort of does that? Definitely not Kage Level though.

Why are you cherry picking manga scans? Boruto had literally met Ao in the same chapter. He makes a point of saying he hasn’t been in actual combat in 16 years. The scan you posted is referencing the fact there may be others from the Otsutsuki clan running around. Nothing to do with Ao at all.
