Depends what the purpose is. Generally it would be Samehada can track, absorb chakra grant regeneration shark mode. My choice though is Hiramekarei it can be used like susanoo and fashion shapes/weapons. It allows greater chakra(form) manipulation the potential is limited really by an individuals chakra or skill.

There are underestimating hiramekiri it is the most powerful in my opinion. It can increase in size and power according to confidence. Even though chojuro is shy it has this much power what if wielded by someone like mei or tsunade or raikage or Madara who have extremely great confidence? It will destroy the world.

Versatility wise I'd agree, but the problem is Samehada can eat it's chakra structures. The most potential versatility still exists for Hiramekarei as I've pointed out.

I think the Hiramekarei has some form of paralysis so the person is unable to move.
