If not Tsukuyomi it can still be used for advanced hypnosis or Obito's Kamui.

If not then I'd take chidori current has offensive defensive application and technically can be used like lightning release chakra mode to temporarily amp speed etc.

Thats a technique that requires dojutsu not dojutsu itself. However if dojutsu abilities are excluded the I choose Minato's FTG easily.
