The academy kids. are chunin and Jonin level. if kage levels was there you be going on about how they suck because they fought a kage.

Give them some cred they have to fight mechs and all that ninja tech BS. Zabuza only had to kill more people then Minato did only using his bare hands when he was a kid. The era of the bloody mist made ultra killers like Kisame, Raiga and AO.

In fact most the the Swordsmen are the same age as Naruto was when he fought Zabuza. and can take on sage mode users, kages and even Naruto. meaning the younger gen has to take on more then the gens of past.
