We have been waiting forever for it to actually happen and it never quite did. Orochimaru foreshadowed it happening during his fight with Hiruzen. Pain destroyed the village as you said and failed. Also the Kyubi almost destroyed it with a biju bomb but Minato teleported it away. Now it finally happened.
