It all depends on user's skills and sharingan's perception power. Sasuke was able to counter tsukoyomi but not in Part 1. Sakura probably would not be able to do that. So in conclusion, getting sharingan and training to use it is probably easier, than balancing own chakra to level to resist strong genjutsu.

Sharingan will always best a non sharingan user when it comes to breaking genjutsu if the user is experienced.
