It's too versatile can pass through ant attack, snipe people, travel dimensions via syncing are some of the abilites one gains. It makes the Byakugan redundant you could phase right through it's attack based abilities even Otsutsuki attacks.

Meanwhile Byakugan and Ototsuki Chakra characters never came far. Hamura is the only one and even he would lose to Obito's MS with Rikudo Chakra.

With that being said Hanabi with Ototsuki Chakra would immediately activate Tenseigan. But that's because she's a special case.
