This because the obvious that he beat Doflamingo, even Big mam pirates heard about this and God Usopp comes at a close second.
Admiral Issho and King Riku didn't do anything.

They all played a role luffy being the biggest. The sh alliance and SH fleet did also. futijora didn’t do much it’s like he saved the country on paper instead of with actions. King Ruki really did nothing but help the people trust luffy

He beat Trebol (strongest executive) I guess but besides that he didn't beat the man problem.

If it wasn’t for that narrator of the Colosseum, people of Dressrosa wouldn’t learn of Lucy. So yeah, the one who takes the cake is Lucy.

He busted the main problems organs in one instant.. regardless of how anyone believes gamma knife works it's an anime and I'm just going to go what was said

In the viz translation it said that he ruptured doflamingo’s organs without any external wounds. That’s what Law said how his gamma knife works. Internal bleeding. But since he Doflamingo stitched back his organs with his devil fruit, it didn’t make much of a difference because all dofy suffer from was blood loss from that organ that was reputured.
And both law and luffy suffered severe blood loss before Luffy beat Doflamingo in their final fight.
Law just did a good job saving important people and providing vital information while beating the strongest executive Trebol in Dofy’s crew.
