Throughout my life of building and running a PC for the last 2 years, I face problems at some time, generally to do with FPS Drops.
I have figured out a way to fix them generally, some of the problems being:

CPU performance was set to 70% so I raised it to 100% and everything worked fine,

overheating due to fans not working, fixed this also

1 broken Ram stick, Got a new one and fixed the issue

and the last one being that I had a lot of viruses so I ran 3 scanners and it fixed it.

For the last 2 weeks, I am having the FPS drops again. I'm wondering If there is a program that checks the general running of PC and detects issues? For e.g runs a test, detects that the heating is the problem and either tells me about it or fixes it itself by raising the fan speed.

AIDA64 Extreme will tell you the temperatures. What I usually do when overclocking is to have Aida open on one screen and check if the temperature rises to obnoxious values when loading the cpu while doing 3DMARK tests.

When do the FPS drops usually occur?

I'm not talking about just temperatures, I'm talking about general stuff. The FPS drop randomly during gaming, last time the problem was that I had a malware that was running in the background sucking up some of the power.

I don't think there is a general testing software that will give you specific results. Do you by any chance have a SSD? Have you tried lowering AA a bit?

No, I don't use SSD unfortunately, and I know I should but I don't have the money right now. The problem is that, It's not that my PC can't handle the games because just 5 weeks ago I was running Witcher 3 DLC at Medium 55 FPS, and Leauge at Ultra 100+. I run it and then it just drops now. :/

Can you recognize if the situations where it drops follow a pattern? Like.. opening a door? Or when the screen is too populated with characters/Shadows or other elements that might require extra calculations?

What are your specs?
