Naruto. The only offensive arsenal tsunade has are her fists, which are not reaching anywhere near naruto while he's in sage mode. Plus sage mode boosts his defense as well, so even if by some miracle Tsunade can hit him, she won't deal enough damage to K.O him.

Also, regular rasengan (or even chou oodama rasengan) are not forbidden, so he just stomp her into the ground.

On par =/= equal . It means shes near Ae's reaction and speed . Madara compared her to Ae , thats proof , when someone compares you to someone better than you , it means you are near in speed or strength to that person . Ae is obviously faster but Tsunade nears him . She was confident of fighting him equally to let naruto go to the battlefield .

Madara said "she's slower than the raikage, but stronger" or something among those lines. That's not a comparation on how fast she is or how she can compare to others, all we know for what madara says is that Tsunade is slower than a lightened A, which is logical.
