Well as far as toneri appearing this episode was a guess based on theories of boruto relating to the star which I have concrete reasons on why I think that.

So this specific ones kind of a guess but for my actual theories it will slowly be proven right

It was still random as hell for him to appear in a SoL episode, but i guess whenever Kodachi writes for an episode, we could probably expect something to happen.
