Pose As A Friend, Work As A Spy

In the realm of power, your goal is a degree of control over future events. Part of the problem however is that people won't simply tell you their true thoughts, emotions and plans.

Knowledge is critical. Use spies to gather valuable information that will keep you a step ahead. Better still: Play the spy yourself. Find a way to befriend your rival, probe them, find out their secrets without letting them know what you are up to. And then, if necessary, make your move.

Itachi played the role of a close confidant in the Uchiha clan. By keeping such close ties to the clan, he was able to anticipate their actions, and thwart them.

The point of this law is to always gather information on people in order to better understand them.
