2. Tsunade. She's formidable without Byakugo and the vast majority of her power doesn't come from that technique anyway. That and she still has Creation Rebirth.
3. Danzo. Still has powerful Fuutons + Baku.
4. Jiraiya.
5. Kakuzu
6. Killer B. F*cked 3-T Sasuke up with his swords and Raiton alone.
7. Ay. Second fastest person on the list right behind Minato. Still super durable even in Base. Physical strength is enough to make Naruto clad in Kurama's chakra worry about taking a direct hit.
8. Minato
9. War Naruto. Obviously. Naruto surpassed unrestricted Immortals Arc Kakashi long before this, and war Naruto can use up to a COR without enhancements. War Kakashi is better, but he has no Sharingan here so the difference is irrelevant.
10. War Sasuke.
11. War Kakashi.
12. War Neji, obviously. Without Byakugan he's literal fodder.


Normally Minato would be number 1 by a landslide but Hiraishin is restricted despite it still being his base.

Kisame - Assuming he has Samehada, he's barely hindered at all. If he doesn't have Samehada? Replace him and Jiraiya.

Jiraiya - Still capable of summoning Ma/Pa, among other large toads. Has enough well rounded jutsu to fight rather well without SM.

Tsunade - Pretty durable. Strong. Good summon. Might switch her with Killer Bee. Unsure.

Killer B - Was able to beat down 3T Sasuke and his goons without much stress. Pretty lethal still.

Minato - Great reaction time, decent offensive rasengan, shadow clones. Don't really see him being defeated by a majority of those beneath him

Kakuzu - Domu. . Bout it? Good defense.

Danzo - Pretty shit reflexes, to the point where he wasted Izanagi on kunai. Good offenses though. Just seem him being beaten by those above'em.

Ay - Strong. But without the speed, it'll lack the same punch. Literally

Naruto - Clone spam.

Kakashi / Sasuke - Really would include 3t at least for both. Otherwise their best technique available is unwieldy.

Gai - Base Gai is probably close to or equal to Kakashi. But, Kakashi doesn't lose any speed without his sharingan. Just perception and focus. Kakashi should have a good edge.

Neji - Can he even fight?

Dude has on par reaction and footspeed to both of these guys, and he can use 1000 variety jutsu including rasengan, summoning and better taijutsu than sixth gate lee stated by naruto. Sasuke should be on at least top 5 even if its your opinion, he can use kirin and fire dragon jutsu which is pretty lethal.... he has shunshin comparable to A's V2 speed as stated "god-like speed" in DB. The same nickname for speed is shared by A. Immirtal arc naruto didnt surpass kakashi or anything, it was a mistranslation. He has bad reflexes to be put above kakashi or sasuke. Yes I wanted to measure Minato w/o FTG but I didn't think he'd be below the sannin. is shunshin/reflexes not good enough?

I can't help but notice some of these bases are completely inconsistent and unbalanced, you have Kisame basically at full power minus his fusion lmfao. Then you take away ftg for Minato.

Base Jiraiya should be above most if not everyone here anyways. His base arsenal is most flexible for various situations ontop of already being a balanced fighter stat wise.

Killer Bee ranks really high as well he shit on 3T Taka Sasuke who is a solid kage level shinobi.
