I find your post interesting in contrast to a couple points in the manga. When Naruto was fighting Pain, he demonstrated considerable combat intellect; as soon as he noticed Preta Path absorbing his jutsu, Naruto immediately switched to Frog Kata and destroyed Preta Path. Additionally, as soon as Naruto noticed Preta Path absorbing his chakra, Naruto started collecting more natural energy in order to turn Preta Path into a frog.Kisame wins mid diff as long as he doesn’t try to end Naruto by draining his chakra.
-Samehada can handle absorbing 6 tails worth of Hachibis chakra so FRS and below are child’s play nor is there enough NE inside these attacks to turn Kidame to stone. Naruto has 2 FRS and he goes back to Base.
-Naruto can’t blitz as Kisame can react to B.
-Water Dome gives Kisame the obvious advantage. Samehada fusion means none of Narutos jutsu are going to work as they get absorbed, and Taijutsu is a shit idea since Kisame can still use Ninjutsu such as 1000 sharks or GSB.

Samehada has its own chakra source and would likely turn to stone, as it's never been stated to passively have Kisame's quantity of chakra. If it's Samehada post Bee Fight, when it's still engorged on all that chakra, then yeah, Kisame wins.
Though, I guess the turning to stone depends on if the Senjutsu Naruto has is balanced or not. Should technically be perfectly balanced if he's using it, otherwise he'd run the risk of turning to stone.
But yeah, Toads probably fuck with Kisame's large scale suiton. Don't see him doing too well against him for this reason.
Naruto low difficulty.
-Ma and Pa use Senpō: Kawazu Naki to paralyze Kisame and Samehada, and during that process Naruto throws FRS bisecting both of them. Kisame's water terrain will actually strengthen Senpo sound Jutsu, because sound travels 4x times faster in water than in air. Only basic reason this combo one-shots Kisame is, Samehada can't absorb Ninjutsu as canonically shown and FRS is equal to Susanoo Arrow in speed, which Kakashi who is as fast as 6 Gate Gai is himself couldn't, and Gai in 6 Gates was blitzing Kisame all over the place.
-Kisame's water terrain isn't an issue in front of toads.
-Frog Kata one-shots.
-Samehada absorbing Natural Energy from Naruto transforms it to a stone.
If I recall correctly, Kisame admitted inferiority to Jiraiya and SM Naruto was said to surpass him.
