No restrictions, and to be clear, Kisame does have Samehada in this fight.

Scenario 1 - there is no water source

Scenario 2 - there is a water source

My view on this:
In my opinion, Kisame wins medium-hard difficulty.

-Kisame's chakra reserves apparently merit people calling him a "tailless beast"
-He exhibited some pretty incredible feats against Guy and B
-Samehada could tank Hidan's scythe I assume

Overall, I just think that Kisame would pull through.

What reasoning do you have?
Hidan > Kisame CQC. Hidan also tanks through B-rank ninjutsu. I dont see any water jutsu hurting Hidan. He'll be on Kisame's tail in the fight. I dont think Hidan will get caught with water prison. Hes too nimble and skilled. Just compare their cqc with Asuma. Kakuzu will blast kisame at the same time. This means either kisame gets chopped up while he blocks the masks or he gets hit by the masks while defending against Hidan. Water clones arent really an issue because Hidan can tag Kisame clones.

Kisame solos in both scenarios. There are levels to the Akatsuki, and Kisame is comfortably just above the middle tier where Kakuzu resides, and far above the bottom tier where Hidan resides.

The zombie duo don't have a single advantage here. Kisame is superior to both in CQC, unless someone wants to argue they can tango with Bee in CQC, which is a silly and unsupported notion. Samehada and GSB nullifies all of Kakuzu's elemental attacks, the latter could potentially 1HKO Kakuzu after being fueled. Mizu Bunshins (10% of the users power) created from just a 30% Kisame clone were able to parry attacks from Rock Lee and Neji, and capture them in a Water Prison upon contact. Mizu Bunshins created from a 100% Kisame would be much stronger, all equipped with Samehada clones, and would be enough to capture Hidan.

In the off chance Kisame is getting overwhelmed by their combinations, he can always retreat underground and safely navigate around untouched. Whenever he decides to surface, he can unleash the WD and end them both inside.

Scenario two is a near stomp or low difficulty win in Kisame's favor. Fighting on an ocean at Kisame's complete disposal is simply way too much to handle for these two. Samehada fusion, 1000 Sharks, GSB, etc. Kisame comes out this fight unscathed.

Hidan and Kakuzu wins like hell, chakra never has affectex him and never will be, especially if kisame summons the water from his mouth. Scenario two, would be favourable to kisame, but kakuzu and hidan has shown speed rivalling his, and there's nothing to say kisame wouldnt get wounded before he can absorb all thier chakra, not to mention there is nothing to say hidan cant do his ritual on water, especially since shinobi can walk on water.

I don't know if Kishi intended for Kisame to be such a monster, but either way. Bit fucked up that just an Akatsuki grunt can man handle, chew up and spit out another duo.

Subterranean Voyage dicks most of Kakuzu's jutsu, if Kisame hasn't established a beach front already. Hidan's useless once water comes out, quite frankly. Kisame takes it maybe at a high diff.

Giving him a lake would probably not do much in all honesty. Minimal difference, it's effortless for Kisame to make a lake and doesn't effect his chakra levels at all. Put him next to the sea? It's one sided, they do not stand a chance. Kisame will be dictating the terms of engagement the entire time, and if he so chooses to, he can safely ignore them for quite awhile.

Lol the lake gets tormented amd trashed with fuuton and katon working in combination.
Hidan is immune to chakra hence why kakuzu couldnt kill him.
