Top potential the class student finds himself with no drive... power hurdles/seals... nerfs and overall no competition.
Look at this episode (35) description before the Boruto genin exams.
As well as the Boruto novel and movie.
There is a theme here seen throughout the anime, novel, movie and manga for Boruto as a character.
That Boruto Uzumaki is considered a prodigy but he is also considered lazy and one who doesn't actually work as hard as he should with his latent talent.
Let us focus on one side.
We've seen this before like the novel excerpt showcased above as well as the 2 Kishi episodes in the anime.
Boruto is half Hyuga and not just a regular Hyuga either but half of the main branch's pure Hyuga genes. Pull aside the Hamura bit and you have Boruto logically being able to bring out his byakugan, but he hasn't.
Why is that? In the anime we see that Hiashi and Hanabi expect Boruto to be able to eventually unlock it and have no cause to believe otherwise. We even see Naruto only believing Boruto doesn't have it not because he thinks it is impossible but again like stated via narration and via other means that Boruto is too lazy to do the necessary training in order to lock his dojutsu eyes.
I mean Sarada a half Uchiha has been able to awaken her eyes and Boruto's own sister who shares the exact genes as him has been able to do the same.
Momo even stated two things beyond the byakugan blood flowing through Boruto's viens... that
Meaning that Boruto's primary gene dominance is Hyuga as we all know Boruto is only 1/4th Uzumaki. While he mostly shares a majority of his genes from his Mom side of the family.
Even in the manga and Anime we get narrative pushes here and there about the byakugan and it revolving around Boruto. From Mitsuki wishing Boruto has it, to Boruto asking his mom about it, to even Momo saying Boruto's eyes (plural).
To recently Ao coming back.
But why doesn't he have it. Wouldn't having it mean that he can finally do more things beyond shadow clones and made from scratch affinity moves?
ONE
The Jougan....
How is this the case? Well for one the eye is relatively new and like stated they haven't finalized the whole scheme of it entirely.
So its abilities will likely not fully mature until the peak/climax of the series in its entirety. Think of it as Naruto and Kuruma's overall power and connection. It reminded a mystery for most of the series as Kishi stretched it out to be one of the major plot points in the overall story.
Of course you can say that the Jougan really isn't a nerf since it is a new power and will allow Boruto to surpass is peers in the future but the Boruto series is relatively new and the first introduction to it was via a movie. A movie that didn't have Boruto with the Jougan or any certain moves at all besides shadow clones.
Why does this matter? Well like any known timelines in order to keep some consistency then anything before the Chunin exams need to be kept at a bare minimum and/or sealed up prior to the Chunin exams introduction. This means that unlike Sarada who has a moveset that is already complete from Naruto (the original series), writers have to hold out on Boruto until the pass this certain time mark in order to keep the plot consistent.
Also the Jougan being up front and center in the beginning of the anime leads to Boruto's overall latent abilities to be dormant. As the Jougan would consume a majority of his power to use it.
This means like any Dojutsu upgrade the original dojutsu would be held back for the upgraded/mutated one to take full real estate.
So Boruto can't unlock his byakugans and add anything to his moveset until post the Chunin exams and even timeskip in order to be able to switch between dojutsus.
TWO
Laziness and Priorities.
As stated in the beginning of this OP, Boruto is a goalless lazy boy.
While others go to extra schooling
Boruto finds no need to even do his Hyuga based training (which includes the harsh byakugan awakening training). Instead he moves around like a open breeze, freely going by the flow and just learning or rather making up new moves that utilizes his prodigy status/affinities but at a beginner level without any knowledge or thought of actual ninjitsu and already known and accomplished moves.
Naruto becoming a Hokage aside, Boruto had ample time to learn from many teachers. Even before Naruto become Hokage Boruto at least learnt the shadow clone jutsu. Again If he went to the Hyuga clan household he could've learnt a wealth of things that he could've used to make his new ninjitsus.
Instead we have Boruto learning things on the fly by himself in order to not make Naruto know.
Let alone having rivals and spar partners from the Hyuga clan that can up his game/skill (Seeing as the academy isn't).
This means that Boruto literally has no sparring drive like most of K11 genins showcased in Naruto, no drive, no rival equals a Boruto that has no haste or commitment in learning and expanding.
We don't see Boruto with a worthy rival until Kawaki and anyone that is potentially so is either also nerfed like Mitsuki are tossed and stripped of their power like Himawari. (Sarada could be a rivalry but unlike the other two she follows a path Boruto is not interested in and is not connected to Boruto's overall power path.)
Nevertheless even when he passes through this anti Naruto phase, he already entrenched himself deep into Sasuke's study camp.
And while eventually he learns Kenjutsu from there, Sasuke who doesn't even know about Boruto's eye can only teach a non Uchiha so much and therefore we get basic Shuriken training.
While again Boruto goes off and learns moves by himself.
Boruto never even knew what the rasengan was even though he could've learnt it earlier by asking for it via Konohamaru, etc..
Also Hanabi told him to come over anytime and yet he neglects that as well.
Toss aside the other things he could've learnt but can't do to "REASONS" and to try and not make him outclass his subpar classmates (Besides his team.)
THREE
This guy...
Just as Boruto literally got out of his laziness phase, low and behold Momo comes along and slaps a seal on Boruto. Eventually Boruto learns to control it but currently it not only stops him time to time from casting any ninjitsu, it numbs his body as well.
Literally Boruto without plot restrictions and plot nerfing would have.

Jougan
All GF moves.
Rasengan
Summoning
Kenjutsu
and MORE....
But instead he has to make up his own moves like....
- Boruto Stream
- Lightning Release: Thunderclap Arrow
- Water Release: Surging Sea

With only these being inherited/taught/modified
- Lightning Release: Purple Electricity
- Shadow Clone Technique
- Vanishing Rasengan (MODIFIED)
- Uchiha Shuriken
Which is fine but the series is for a FACT holding this boy back.

Uzumaki Boruto was a prodigy.
If he tried something, he could do it.
A lot of people said that while there were the large chakra reserves he’d inherited from his father, it was probably the Hyuuga blood he’d inherited from his mother Hinata. The Hyuuga were Konoha’s most renowned clan. It wasn’t strange for that kind of genius to manifest from the blood of the Hyuuga’s lady Hinata.

There are TWO reasons for it and it revolves around overall PLOT structure/balance and PLOT significance.
