Kabuto is up there. Orochimaru is not weak. Gaara is very strong. Kakashi is too. uh... Sakura is pretty good, Mizukage (Mei) is still alive, though she's aged. The other kage seemed too old though.

Other than them, the current kage are about as good as it gets.

Yes he does. He was still in sage mode while helping Sasuke.
Orochimaru and Karin confirmed that a bit of Orochimaru's chakra was still inside Kabuto.
