- can't use most sharingan techniques

Yes technically madara has sharingan but he died with it in rinnegan mode only. If Kakashi or obito killed ems sasuke rhey should be able to benefit ems completely unlike rinnegan whicj is a nerfed version when not used by madara. (Kishi obviously retcon to make madara stronger than nagato)

By default obviously Madara's eyes are stronger and better. How well they can be used by different people is another story.

If this is between Itachi's Sharingan vs Madara's Sharingan, former is superior. It's true Madara has more raw power, but that solely comes from his Chakra, not his ocular power. Itachi can get PS if his Chakra was larger, and in addition maintain Amatersu and Tsukuyomi which are hax themselves. Aside from telling Wood Clones from the original, Madara didn't have any MS abilities.

If this is between Itachi's Sharingan vs Rinnegan, obviously latter is superior. Rinnegan is a stronger ocular eye in general; it has better powers than Itachi's in terms of versatility and raw power, whether it's Nagato's 6 Paths or Madara's Limbo/Tengai Shensei or Sasuke's Ameno.

A real comparison would be Kamui.
