Would you consider it a base feat or rsm considering he would be turning and transforming at the same time? Or do you think he transformed then turned to grab Momo’s Punch? Not really sure judging from that panel.

It depends, as far as reaction time goes, he reacted to momo's punch and could sense and then perceive it, in his base form. but momo was already so close he had to use rsm to have the physical speed to block it, for the most part it's RSM feat

I used to be really conflicted myself because he didn't have his normal skin tone and no tsb, I honestly only call it rsm because there is nothing that says otherwise and the majority of level headed manga/anime fans say it's rsm

In that case why aren’t they letting him recreate the TSB I thought it could be recreated and Naruto still has the Bijuus chakra. Even during the vote 2 fight he had it the viz scan Sasuke didn’t say Naruto only had little of the Bijuus chakra left he said the amount of Bijuus chakra he had compared to him wasn’t enough to defeat him. Kishi just chooses to introduce something and never bring it out again.

Yes, except I'm mentioning the chakra cloak specifically, if he was in "base" form I would've accepted the argument he's using RSM, but the manga made it clear his RSM cloak grants the same visual traits as the JuubiJins.

If he doesn't have the TSB and the 9 tomoe on his back his chakra mode is not RSM, his BSM eye pattern looks different from before because he now has Hagoromo's chakra and is more experienced with NE.

Where's the proof that base Naruto could've turn around like RSM can to block that punch?
