Not really. Sakura hit him with everything she ha, and that's looking at who Sakura is as a person. When did one punch from Naruto kill those paths?
The inital Juubi Clone did survive, hence why Sakura jumped after it to finish the job.
Sakura wasn't nerfed, there was nothing at all holding her back. And yeah, I do think so because the manga shows so.
Sakura's punch against Shin was her strongest punch, so she isn't increasing it's power more than that.
The first Juubi Clone wasn't dead from the first punch.
necromancer is probably referring to the invisible natural energy punched that broke Preta's neck
