I think that Konoha was at his power's apogee when Hashirama was Hokage in the start of his reign.

Konoha had as known powerful shinobi : Hashirama , Madara and Tobirama.

Konoha was invincible during this short time , no village could beat Konoha.

And the weakest period when in the end of Hiruzen's reign.

Hiruzen was too old to be a military leader, he couldn't win in a eventual fight against A or Onoki who where Konoha's ennemies at this time.

Naruto's generation was too young.

Danzo wouldn't want participate physically in an eventual war or invasion.

Konoha's advisors were also too old and certainly more weak than Old Hiruzen.

Tsunade was affraid by blood and not ready to fight.

Jiraiya was the only Super Shinobi able to fight against other ennemies Kage.

Kakashi wasn't at his apogee.

Yeah but in terms of collective strength, Kakashi’s reign wasn when K11 went up ranks gained experience from the war, and Naruto and Sasuke were not rusty.

Strongest would be the first hokage - Hashirama Senju.The time of the first great war childs,where there were a lot of skilled shinobi.
Hard to say for the weakest because there was not much seen about "military" after Hashirama/Tobirama 's days till the last great war,when the hokage was Tsunade.
