I...can't think of a time the original series did this other than that one time Orochimaru was the Kazekage. But then the Sand were already villains.

Itachi is a no brainer, Kabuto's outcome was... sad, BZ is shit, and that Sand guy is relevant.

Those are...spies. None of those involve Kishi doing a 'suspect everyone' trope. White Zetsu briefly maybe, but that's hardly the same and a cult hiding in plain sight within society hasn't been done yet.
