If he was an adult, I'd say no. Since he's still a kid/teen, I'd say it could slide by. Considering it's a stupid mistake because he's a teen, he will learn from it and overcome his fear (which is the reason he's doing this). By the time he's an adult, he'd have this shit together and would probably be a candidate for Mizukage. IMO of course

Regardless, he snuck in the Hokage house in the middle of the night, use Ninjutsu to knock him on conscious, and stole the scroll. If I was an adult, that would a serious crime.

I realize his ranking but I still think they'll overlook it just because they know he's being manipulated and that the reason behind it because he indeed is young and naive
