It may or it may not. Madara was able to use Susano'o with the Rinnegan, but had to switch back to EMS as an Edo Tensei to use genjutsu. Sasuke's unique Rinnegan retained it's Sharingan abilities.

The only reason I'd lean towards the Tenseigan retaining the Byakugan's abilities would be because Hamura advanced his Byakugan to the Tenseigan later in his life, whereas Hagoromo was born with the Rinnegan. But it is hearsay as Toneri never showcased any of the standard Byakugan arsenal, and we are unlikely to see Tenseigan again.
