Bruh at this point it has to get retcon lol.

Boruto is just too talented in the anime for him to resort to using a hand device in the chunin exams.

Either that or they make him super lazy around the chunin exams.

Er, that's not really the point. Boruto clarified in the Movie that he already knew how to utilize his elemental natures, and Sasuke confirmed during the Hokage Office scene that Boruto was already a strong ninja.

Boruto was insecure about his own abilities because no matter what he did, he couldn't impress Naruto. Naruto kept belittling Boruto's genius, saying that he needs train harder instead of relying on just his talent, to which Boruto doesn't agree because he can accomplish a lot with very little effort.

Hence why Katasuke gives Boruto the Kote, knowing that Boruto wants to enter the Chunin Exams to impress his dad, and that Boruto himself was feeling conflicted about his own abilities.

TLDR: The narrative of the Movie never stated that Boruto wasn't strong enough, but that Boruto wasn't using his full potential. He was capping himself with the Kote.

Yup, showing him as powerful and talented actually makes Boruto make more sense. This.

Boruto has to be nerfed and restricted. He already has amazing talent so adding hard training would make him really OP.

I actually feel the same way. In his debut movie, Boruto was talented, but he came across as a whiny brat that had never faced any hardships, and never put any effort into anything--and the KOTE situation made sense for his character. But in the anime, pre-movie Boruto's is basically the same as post-movie Boruto sans his daddy issues, and as a result I don't think his side of the movie arc will be very compelling this time around. Here's to hoping that the Momoshiki and Kinshiki backstory will make up for it, though.

Boruto was never actually a whiny brat though. He's immature and insecure, but that's the fanbase projecting onto him because they're used to Uchiha and cliche edgelords and not actual drama.

Both Anime and Movie Boruto don't really put their effort into anything either. Boruto's just strongly relying on his talent to get him out of situations, whereas Post-Movie Boruto is actually focusing on his fundamentals.

You see this a few times where Boruto is trying to copy Mitsuki's elemental technique, but instead he creates his own out of sheer example. And in the Movie, Boruto literally does the same thing with the Rasengan. I think it'll flow naturally depending on how they try to soothe the situation of the device and Boruto's motivations.

Mostly depends on the writers though.
