Himawari potential is infinite, if Naruto decides to train Himawari in senjutsu, she would be dangerously overpowered. Imagine inserting senjutsu chakra into your opponent using Gentle Fist. Their chakra points turn to stone making Ninjutsu impossible or they turn into stone in general if struck enough

True that however Naruto is still technically a genin as well. So you could be right but surpassing Hinata's level of skill should be relatively easy for Hima she doesn't have any of Hinata's drawbacks at the moment.

What's the problem the ninja ranks are:
Genin,chunin,tokubetsu jonin, jonin.

The kage is just a title of an exceptional ninja whobcommands authority over those of varying ranks. S rank(ability wise) ninja still fall into those categories as well.
