Anime-wise, it's uncertain since Sarada has Sharingan, with which she's shown enough proficiency to copy Boruto's shadow clone jutsu while only having 1T. She's also an accomplished marksman whose skill is already comparably Jonin-level. Her Taijutsu is still unexplored, however she scored highly in the physical assessment, coming at #3 place if my memory serves my correctly, implying she's already formidable enough to match Boruto/Iwabe physically - and this is not throwing in her CES with which she took out 20 Shin clones.

Taking all of the aforementioned into account and the fact she has a Fuma Shuriken she can probably manipulate to the same extent as Part 1 Sasuke, I'd say Sarada could give Boruto a run for his money. But, I'm not saying she'd win. But it could go either way.

Manga-wise, Boruto has showed a more versatile skill-set and has far more dilated development. So Boruto is obviously stronger. But this doesn't mean Sarada would certainly lose. It just means Boruto displays the capability to win.

Considering Boruto's more dilated and defined development, I think it comes naturally that Boruto should be stronger, Manga-wise.

I strongly believe any version of Sharingan can do either ability of 3T, just not to the same effective extent,

Sasuke could probably cast Genjutsu or copy jutsu with 1T. We just never saw him do so.

As far as what was said in the Manga, 3T is just the pinnacle of Sharingan power and is thus naturally more potent, meaning has far better ability to do everything 1T/2T can do. But it's actually never been stated that the lower stages could not cast Genjutsu/reverse it.

The tomoe are only stages, and basically show the extent to which the wielder has mastered the doujutsu.

Anime-version Sarada would win against Anime-version Boruto imo.

Boruto hasn't showed:

#1 Rasengan - which would be his natural counter to CES.

#2 Enough reflexes to avoid CES ambient damage if Sarada initiated it on the ground.

#3 Reflexes to match Sarada with Sharingan in CQC.

4# Physical strength to counter CES - Sarada is roughly around the same level as Iwabe in speed, physically she's weaker in Base but CES allows her to overtake him and we saw how Boruto was quickly overwhelmed by physical strength.

You could theorize Boruto would keep dodging, but eventually he'll have to block her attacks, and that'll be the end of him if he does.

Basically, Anime Sarada would stomp Boruto.

Just my opinion though.
