In terms of espionage who is better Naruto or Sasuke?

Rinnegan paths for just not having to give a shit about anything.

Snake and Hawk summons for Reconnaissance.

Amaterasu, enton variants, Chidori variants like Nagashi for aoe paralysis.

Could go on I think but that's the jist of his capabilities.

Also usually sharingan genjutsu will make them tell truth, but if for some reason they're resistant or something, there's always human path and soul rip if you want 100% reliable intel and make sure they don't lie, although that kills the target.

In terms of stealth i would imagine they are the same (meaining extremely stealthful) , naruto could possibly gather more intel quicker than sasuke (more clones) but not as effective since sauce has sharingan genjutsu and naruto would have to rely on finding raw documents or overhearing conversations. So really it depends on the intel that is required but most likely sauce takes the cake no matter what due to sharingan.

I'd say Sausuke because his mentality is better suited for it, but Naruto has better tools. Naruto could use sensory abillity to sense out number of enemies, thier intentions (good or evil)and he can tell if they are strong. he could infiltrate an area with harem jutsu as a distraction and a shadow clone all from a distance all the Sasuke stuff you all mentioned are combat abillities,and aren't even really why he'd do better
