i'd give it to rasenshuriken. Even if we assume sasuke's tech has the elemental advantage/disadvantage (fire>wind>lightning) the fallout of the tech is rendering the victim unable to use chakra period where as naruto only loses his arm which would have been useless anyways due to FRS drawbacks at close range. Adding sage mode only bolsters naruto's side, assuming it's "the last" naruto.
