Nope, it is obviously not. But the Byakugan/Gentle Fist had a lot of potential to be a very powerful Doujtsu that could even rival the EMS but it simply lacked the development it needed.

I am sure Hamura had a lot of OP Gentle Fist techniques that made him capable of fighting Kaguya herself and probably on par with Rinnegan Hagoromo.

Hamura using Byakugan to defeat Kaguya, while Hagoromo using Rinnegan. Its stupid to put Byakugan and Rinnegan on par but it just how it is in the manga.
