Most of the fights toward the end were just about throwing around huge amounts of power.. To me the best fights were to ones that had strategy to them so which fight do you all think that was..

This. A standout example of tactics in that fight is when Naruto gauges and predicts Pain's reactions to reach his goal of destroying the Naraka Path in the back.

Jiraiya Vs Pain was great in this regard and honestly even though large amounts of power was being thrown around... I think Naruto, Guy, Kakashi & Bee Vs Obito was pretty tactical as well.
