It could be either. I think it's more likely he was ordered to do it though. I can't imagine there wouldn't be consequences for him assassinating a member of his own organization like that.

Yeah, i think so too. I asked this question because the Naruto wiki said he killed the old fodder "under his own views" or whatever.

I think he did it to gain favor with the head dude(I don't remember his name right now, jigen?) anyhow, "jigen" was suggesting that something like that shouldn'tve happened, and maybe this dude was trying to "impress" jigen by taking it upon himself to eliminate the old guy for his mistakes, maybe?

That's a prettty common trope among villains, but it could be interesting if done correctly.
