Excluding Sasuke who is more proficient with Lightning Style?

Quality is much more important than quantity. If none of Kakashi's lightning jutsu are able to pierce the 3rd's lighting armor, it's meaningless.

Chakra quantity is what literally defines the Raikages. Otherwise, their Jutsus in regards to quality (shape manipulation and talent) are nothing special.

The Raikages are certainly known for their monstrous chakra amounts, but the Lightning armor Nintaijutsu isn't a simple technique that requires no chakra control. Lightning chakra is used to electrically stimulate their nervous system. The technique speeds up neural synapses reaction time, and pushes physical prowess to the absolute limit allowing for tremendous raw speed. The only Ninja who ever Mastered it were the 3rd and 4th Raikage. Kakashi has no lightning style jutsu that can compete with that.

I realize that visually it looks like they are just unloading all of their chakra with zero control or skill, but for so few people to use a technique which makes you not only one of the fastest ninja alive but also negates a lot of damage, it suggests to me that more than sheer chakra is needed. There isn't any concrete proof to say how complex the technique is to perform, I'm just debating rationally with what we have been shown. Ok, so the DB says it's B rank. What are the ranks/highest ranked lightning jutsu Kakashi has in the databook?

I found out myself that Raikiri is an S rank technique, and Chidori is an A rank technique. That is evidence for you. However, I question why the Chidori is ranked above a jutsu that it couldn't even penetrate. Isn't that proof of it's inferiority? It's really a question of whether or not proficiency means mastering something that is the most difficult or the most powerful, but even then Sasuke learned the Chidori in only a few days indicating that it isn't extremely difficult. It doesn't add up.

It's because they have a large chakra volume to consistently push chakra out of their chakra points. Sasuke's Chidori Nagashi is basically the same tech in principle. He just uses it differently. Kakashi's chakra volume is nowhere near Sasuke's even, let alone the Raikage's.

That page is concrete proof as this tech is only Nature transformation rather than shape-manipulation as it's not an offensive tech (like offensive Ninjutsu) to begin with. The Raikages don't need to ascertain the scope and strength of the attack as it's not a traditional offensive tech. That lowers the skill behind it considerably.

So, Kakashi's B ranked tech wouldn't be the same as theirs given that it factors advanced shape-manipulation into the equation. You can check google for the databook pages.

Power has nothing to do with ranks. Raiton armor is simply more chakra volume. It has jack to do with skill. And, by the way, Sasuke did injure Raikage.

Sasuke is a prodigy. Him learning it in a few days means that he's exceptionally gifted not that the Jutsu is shit.

The regular chidori does not use shape transformation, I made sure of that just now. Chidori senbon and Chidori Sharp spear are shape transformation. Kakashi was never said to have applied shape transformation to his Chidori, only Sasuke did. You're saying that a B rank jutsu in the DB using shape manipulation is ranked deceptively low, and should be considered higher than B rank when comparing it to a B rank non shape transformation? You cited the DB as a source, and now you are making things up about the source to suit your argument. Kakashi doesn't have shape transformation anyway. Sasuke didn't hurt the Raikage at all. His chidori clashed against the armor, and instead of piercing A's flesh sasuke's hand just barely touched the surface of his skin harmlessly.

Well, pure skill and it's Kakashi without a contest. Some people can't differentiate between raw power and skill; Raikage and Sasuke have stronger lightning than Kakashi does, because of their stronger Chakra, but Kakashi is more skilled at manipulating lightning. All Raikage do is create an armor for defensive and speed purposes, and they do that thanks to their Chakra supply. That doesn't require any skill. Sasuke is proficient with lightning, though I personally think Kakashi is slightly better, not stronger.
