All bloodline abilities originate from the Shinju/bijou and Otsutsuki.

Kurotsuchi and Dodai both have the lava release bloodline.
You dont need to live in a clan like the Uchiha or Hyuuga to have a special bloodline ability.
Genes can be passed on regardless of your name or you being in a clan or village.
Clans can disband. People can leave.
People can scatter over time or hide (like was the case for a while in Kirigakure in the bloodmist days).
Orphans can pass on genes too.

There is a lava release kid in the En Oyashiro episodes where Sasuke eventually fights that girl Chino.
That lava release kid is from a group with kekkei genkai users (people with such bloodlines).

Terumi Mei even says herself that she has 2 kekkei genkai.
One of them is lava and the other acid/boil.
The databook says so as well.

Lava release comes from Kaguya and Hagoromo and Sasuke has a portion of their power. Based on what has been said about the Rinnegan he has the ability to use it as it doesn't require specific bloodline.

Well her having two KKG proves she is from special bloodline. Just like ice release magnet release etc. And lava doesn't come from kaguya and hogoromo. No proof of that. And even if it did, sasuke still can't copy it coz it's KKG.

Especially for a long while in the mist village where people would be executed if they found out that you had a kekkei genkai.

Even different villages can have the same kekkei genkai.
Some examples:
Lava release is seen in both Kumogakure, Iwagakure and Kirigakure.
Magnet release is seen in both Sunagakure and Kumogakure.

In the episodes where Sasuke eventually battles that girl from the Chinoike clan, there are a lot of kekkei genkai users in that colisium where they bet on fighters. In En Oyashiro his group was also a Lava release user and that group was made of people with kekkei genkai.

Yeah but what I meant is, now that Sasuke's power has evolved maybe it's possible he no longer has the same bloodline restriction as everybody else. Because the manga repeatedly emphasized on Rinnegan users being able to use any jutsu :/

Mixing two elements is kkg. Kakashi has water and lightning but he cant use ranton which is the mixture of water and lightning

It doesn't confirm anything about the Rinnegan. Kekkei Genkai/Tota fall into 2 categories it seems.

1. Inherited (genes) : Ex. Haku, Uchiha clan, Hozuki Clan, Kimimaro clan. These kekkei genkai are automatically made available to a shinobi via their DNA.

2. Learned/taught/etc. : Ex. Lava release, Magnet release, and Dust release each have more than one user with no apparent blood-relation to each other. It's also implied that some kekkei genkai/tota are not genetic, as Ōnoki stated that Mū passed the secrets of Dust Release on to him.

Mei has two kekkei genkais, the lava release and the boil release. As I said, lava release is not genetic. Boil release has only been used by Mei, Han (jinchuriki of kokuo gains boil release), and Futsu (random gladiator sasuke fought in anime only exploding humans arc). This suggests to me that it is also not genetic. Based on what we've been shown, some kekkei genkai can definitely be used by people with no blood-relation. There isn't any evidence to suggest that the Rinnegan allows you learn kekkei genkai you wouldn't be able to normally.

To be fair, Uzumaki DO have large stores of chakra, partially due to their split from the Senju granting them strong Yang chakra. There are probably other factors, but yes, no matter what ****ing Red Reaper of Murder tells you, Uzumaki were skilled at fuinjutsu, but their bloodline didn't make them gods at it, they didn't have some godly bloodline, and they weren't sword masters. Stop with the fanfic. People can have red hair and have large chakra reserves and not be an Uzumaki.
