Tenten was in fact who wanted to train under Tsunade meanwhile Sakura didn't know she existed neither wanted to train with her till Sasuke leave the village to train with Orochimaru and Naruto training under Jiraya. She figured since her teammates were training whit sanin she might as well train with one and see how it goes.

Tenten's visual design is my favorite of the k11, but she was a horrible character who had almost zero backstory and no development throughout the series. Also Hinata is still way stronger.

Your realise Sakura worked 3 years for her skills if that was just a "power up" then no one in the series actually works for a skill anymore. Either way even without the 100 Healings PT II Sakura would destroy Tenten who keep in mind was featless this entire series.

I love tenten's design it was very ninja-like and her skill-set could have been great, but that doesn't change the fact she's the weakest member of K11.
