Intel: Full for Naruto, Manga for Sasuke
Restrictions: Kirin, KN4 and above, Genjutsu

Naruto is as he was before the War, and Sasuke hasn't absorbed Orochimaru yet.

S2: He can throw one FRS, but the jutsu is still incomplete and is not as fast/strong as his Senpou one, thus he will not use it unless he desperately needs to.

If Naruto doesn't enter KN3 he dies low diff. If he does enter KN3 then Sasuke kills him mid-high diff.

-Sasuke is faster by feats. If not in both movement and reaction, he's definitely superior in reaction speed.
-Sasuke in CS2 can tank C2, so Naruto's physical hits are easily blocked.
-Black Chidori or it's spear variant rips through Naruto's cloak.
-Sasuke can fly/glide.

Great Dragon Flame consumes FRS in S2. Or Sasuke just evades.

This is also assuming SM is restricted since this arc was after the Pain Arc.

Yep, SM is restricted (planned to put FRS Naruto but he would have been stomped). If i make this War Arc Naruto he wins due to the Oodama Rasengan Barrage i assume... pretty big jump in feats.

That's only possible with handouts from Kurama. War Arc Base Naruto still loses. Massive Rasengans can be avoided, and Sasuke's Black Chidori is superior to everything else.
