Overall it's Sasuke due to Amaterasu and Enton.

But katon as in "basic" katon it's Madara his katon dang near soloed the SA.

Obito made his katon bigger with Kamui so i won't say on his.

If I'd have to rate these guys on it then it'd be..
Madara because of the volume an power of his katon.. (Powerhouse)

I'd say Itachi when it comes to best usage of it cause of Ama.. (I consider Ama Katon because it wouldn't be there without the base Katon Goukakyuu IMO)

Sasuke when it comes to using it for strategic means like he did with Donzo an even Naruto for a set up attack..

His entrance was one of the best I've seen.. They hyped him an didn't let down when he was on the war path.. Got much respect for Kishimoto for that.. It wasn't a let down..

IMO Sasuke overall is better because he can still use all the katon madara can or can learn it but madara cant learn kagutsuchi and we know ama is the strongest fire style.
